Press Release: United Nations Seminar on Assistance to the Palestinian People

The Committee on the Exercise of the Inalienable Rights of the Palestinian People convened the United Nations Seminar on Assistance to the Palestinian People in Rome, Italy, at the FAO Headquarters, on 27 and 28 February 2013. The theme of the Seminar was “Assistance to the Palestinians — challenges and opportunities in the new reality of a State under occupation”.

Mr. Oscar Fernandez-Taranco, Assistant Secretary-General for Political Affairs and Representative of the UN Secretary-General; H.E. Ambassador Abdou Salam Diallo, Chairman of the Committee on the Exercise of the Inalienable Rights of the Palestinian People; H.E. Mr. Nabil Kassis, Palestinian Authority Minister of Finance and Representative of the State of Palestine; and Ms. Fernanda Guerrieri, Directeur de Cabinet, Food and Agriculture Organization, opened the Seminar.

H.E. Ambassador Zahir Tanin, Permanent Representative of Afghanistan to the UN and Vice Chair of the Committee on the Exercise of the Inalienable Rights of the Palestinian People chaired the first plenary session, which focused on the impact of the occupation on the socio-economic and humanitarian situation in Palestine. Areas for specific discussion included the situation of women and children under continued occupation, the current situation in Gaza, and the aftermath of the UN admission of the State of Palestine.

The second plenary meeting was about the current priorities, challenges and opportunities of the Palestinian National Development Plan for 2011-2013. The third was focused on the urgent need for international assistance in support of the Palestinian economy following the adoption of the UN General Assembly resolution 67/19 (29 November 2012), which granted non-member state observer status to Palestine.

H.E. Ambassador Zahir Tanin also co-chaired the closing session on 28 February with H.E. Ambassador Riyad Mansour, Permanent Observer Mission of the State of Palestine to the United Nations.  Following the seminar, the committee delegation will hold consultations with relevant members of Civil Society.

The purpose of the Seminar was to review the impact of the Israeli occupation and practices on the socio­economic situation in the West Bank (including East Jerusalem) and the Gaza Strip. In addition, the Seminar looked into the financial and developmental challenges and opportunities following the UN admission of the State of Palestine. Finally, it addressed the role of the international donor community in mobilizing and coordinating the assistance in light of the new political reality.


President Karzai’s Message on the Anniversary of September 11 Attacks in the US

Eleven years ago today on September 11, the World Trade Center in New York and couple other places came under terrorist attacks in the United States of America.

The attacks claimed thousands of innocent American lives. The people of Afghanistan as victims of terrorism can understand better than anyone else the pain and suffering of the American people.

It was September 11 attacks that brought in the international military intervention to Afghanistan. It was the first time in their proud history that the Afghans, too tired to take any more of the conflicts, oppression and blood shed by the international terrorists, embraced and welcomed with smile a foreign force. However, the war declared on terrorism was not conducted and pursued as it should have been. The main sources of training and support for terrorism located outside our borders remained completely ignored and unaddressed, as a consequence of which Afghan villages and homes were once again turned into a battlefield of a ruthless war inflicting irrecoverable losses in both human and material.


The outcomes so far of this war undeniably show that unless the approach and the conduct of the war changes, terrorism will not only be not eliminated, but the region and the world at large will be facing new adversities where the entire world would then be affected. Therefore, remembering September 11 is an opportunity for the world to re-think their approach to terrorism and its conduct of the war and to redress the wrongs of the past.
